1) What is a monument?
*SB 2002 no. 072 monument law;  CHAPTER 1 GENERAL PROVISIONS ; Article 1
this Act* is based on :
        all immovable property or parts thereof, Sites and buildings and statues commemoration of
        Monument with the age of fifty years old and are considered because of :
        their beauty, their art value, their meaning for science, for archeology, the history of the country their ethnological value or architecture.
        Monuments are registered in the registers established pursuant to this Act


2) What belongs to the Surinamese historic town?

Within the “Groot-Paramaribo” residential area, a historic inner city with the following boundaries:
        the northern wall of the van Rooseveltkade:
        the Sommelsdijksche Kreek;
        the axis of the Tourtonnelaan;
        the axis of the Klipstenenstraat;
        the western façade wall of the Heiligenweg;
        the bank of the Suriname river along the Waterkant.

1) What are the requirements?

In this Act*and the provisions based on it:
        Design
        Size and scale
        Use of color
        Use of materials

        Sidewalks

2) What are the rules of recovery & maintenance?
*SB 2002 no. 072 monument law; CHAPTER 1 GENERAL PROVISIONS ; Article 9
In this Act*and the provisions based on it:
1. The beneficial owners of a monument are obliged to carry out the work for maintenance or repair in time or have them performed.
2. The beneficial owners of a monument are obliged, if they negligibly neglect their duty of maintenance, to ensure that they are carried out for maintenance or repair as deemed necessary by the Minister.
3. The costs incurred by the State, which result from gross neglect of the concerned monument, can be recovered from the beneficial owners

In this Act*and the provisions based on it:
1. At the request of the beneficial owner, the Minister may provide a benefit for the restoration and maintenance of the monument in question from State treasury.
2. By or pursuant to the State Decree, the necessary regulations about applying for, determining, awarding and accounting for benefits are regulated.
3. A benefit as referred to in paragraph 1 shall not be granted if it concerns:
a. costs of maintenance or repair, resulting from neglect of the monument.
b. a permit associated with a building permit, as referred to in Article 1 of the Construction Act 1956 (Belgian Official Gazette 1956 No. 30, most recently amended by S.B. 1980 No. 116) has not been granted.

3)What is prohibited?

In this Act*and the provisions based on it:
        to demolish a monument, to disrupt it or to alter its appearance or change structure in any way;
        to restore or use a monument whereby it is marred or endangered;
        to move a monument, removing its historical context;
        To hide a monument from the public road

In a city or village view it is forbidden:
        to demolish a building in whole or in part without a demolition permit; set up new buildings or make changes to existing buildings without a permit for new construction or renovation

        It is forbidden to carry out excavation work or have it carried out on grounds for antiquity research of monuments without a permit from the Minister or in contravention of such conditions.
